Meet Principal Carter

Mr. Carter serves as principal of William Lipscomb Elementary, an IB World School offering the Primary Years Programme (PYP). In this role, he leads the school’s commitment to inquiry-driven learning, student agency, and global-minded thinking — ensuring that students are empowered not just to absorb knowledge, but to question, explore, and take ownership of their learning journeys.

Mr. Carter believes education should prepare students not only for academic success, but for meaningful lives beyond the classroom. He is passionate about helping students develop self-discipline, curiosity, and a genuine love of learning — qualities that enable them to think critically, act independently, and compete confidently in whatever paths they choose to pursue.

Since joining the Lipscomb community, Mr. Carter has worked alongside students, staff, and families to expand opportunities for intellectual exploration while strengthening the academic experiences available to learners. During this time, Lipscomb earned an overall accountability score of 88, reflecting the continued effort and growth of the campus community.

Mr. Carter spearheaded recent campus renovation efforts through the district bond process, advocating for learning spaces that reflect the value and potential of the students they serve. He believes the environments where children learn should communicate dignity, possibility, and respect — reinforcing that every student is worthy of investment and opportunity.

Prior to becoming principal, Mr. Carter served students as a teacher, department chair, academic coordinator, and assistant principal, consistently focusing on expanding access and opportunity through public education. He continues to work with staff and families to strengthen the student experience at Lipscomb, viewing this as ongoing and essential work in building a thriving school community guided by the belief that excellence is never achieved without effort.

Mr. Carter remains energized by the future of William Lipscomb Elementary and the collective work of preparing students to rise as thoughtful, capable, and confident learners.
